What We Do

CACLV’s Weatherization program makes improvements to the homes of low-income households designed to reduce heating and cooling costs and increase their comfort level. Funded by local utilities and the federal government, CACLV weatherizes more than 1,000 homes per year. We hire private contractors that will perform diagnostics, insulate attics and basements, caulk, weather-strip, and/or repair doors and windows and replace inefficient household appliances. CACLV can even mitigate a crisis situation by repairing or replacing inoperable heating systems. Our staff makes sure the residents of our weatherized homes are fully aware of ways to save energy in their homes through the decisions they make, from hanging their clothes to dry or turning down the thermostat at night or when they aren’t at home. Participation depends on the utility company, the source of heat, and the electricity usage of a participant’s home. Importantly, the family’s income must be below the levels determined by the funding source.

UGI Low-Income Usage Reduction Program

CACLV can serve UGI customers in Lehigh, Northampton, Carbon, and portions of Monroe counties if their income is at or below 200% of the Federal Poverty Income Guidelines, or if a customer has received assistance under the federal Low-Income Home Energy Assistance Program during the last 6 months. Both renters and homeowners are eligible.

PPL Winter Relief Assistance Program

WRAP is designed to help low-income PPL utility customers whose income is at or below 200% of the Federal Poverty Income Guidelines and who meet the electricity usage requirements. Both renters and homeowners may be eligible for WRAP based on program qualifications.

FirstEnergy WARM Program

WARM is a FirstEnergy program designed to assist customers in parts of Bucks, Northampton, Monroe, and Pike counties by providing weatherization measures in the home that may reduce their electricity usage. Customers of FirstEnergy and whose income falls at or below 200% of the federal poverty level may be eligible for WARM. Both renters and homeowners are encouraged to apply.

Federally-funded Weatherization Assistance Program

The PA Department of Community and Economic Development administers the federally-funded Weatherization Assistance Program for people who live in Lehigh and Northampton counties. Like the utility-funded programs above, CACLV provides services at no cost to participants. A person with whose income is at or below 200% of the Federal Poverty Income Guidelines and who resides in Lehigh or Northampton counties may be eligible for this program. Both renters and homeowners may qualify.

Furnace Repair or Replacement

Our Weatherization Program, in conjunction with the Lehigh and Northampton county assistance offices, can repair or replace heating systems in cold weather emergency situations for qualified low-income households.
